A firewall outage at a branch is a branch offline. The FG-61F HA Unit is the second appliance you add to turn a single FortiGate 61F into a redundant pair, so that if the active node fails the standby takes over without anyone phoning the help desk. It is hardware identical to the primary, 128 GB SSD included, and is intended to be deployed alongside an existing 61F rather than on its own.
Think of it as the other half of a high-availability cluster. You pair it with a primary FortiGate 61F and configure active-passive or active-active HA in FortiOS. Session state and configuration sync between the two, and a failure on one node fails over to the other. The appliance ships brand new with its power adapter; FortiGuard licensing is purchased separately and should match the primary so both nodes carry the same protection.

The HA unit is a standard FortiGate 61F. Figures are from the FortiGate 61F datasheet; the 128 GB SSD supports local logging on each node.
This is for sites that cannot tolerate a security gateway as a single point of failure: clinics, retail with live payment flows, manufacturing lines, or any branch where downtime has a direct cost. The onboard SSD on each node keeps local logs and reporting close to the traffic, which is useful when a link to the central FortiAnalyzer is itself part of what might fail.
Both nodes in a cluster should run matching FortiGuard subscriptions. The 1-year UTP and Enterprise terms for the 61F are linked above and can be added for each unit. If you are building the cluster from scratch, remember you also need a primary FG-61F; this SKU is the second appliance only.
If the cluster needs more capacity than the 61F provides, the FG-81F HA Unit is the next step up in the same family, with more headroom for larger or busier sites.
