The DLP service works by inspecting traffic against a set of data patterns you define, or that Fortinet pre-builds into the FortiGuard DLP sensor library. When enabled:

For HTTPS traffic, yes. Without SSL inspection enabled in the firewall policy, the FortiGate sees encrypted payloads and cannot inspect content. DLP scanning of HTTP, SMTP, and FTP works without SSL inspection. Most organizations enable SSL inspection on outbound traffic alongside DLP to get meaningful coverage of cloud uploads and web-based email.
Both. FortiOS includes a DLP sensor library with prebuilt patterns for common data types (credit cards, SSNs, etc.), and you can define custom patterns using regular expressions. Custom patterns are stored locally on the FortiGate and don’t require a cloud lookup at match time.

No. FC-10-F80FD-589-02-12 is a FortiGuard service subscription only. It activates DLP on an existing FortiGate 80F-DSL appliance. The DLP engine stops processing traffic against your sensors when the subscription lapses. FortiOS will allow traffic that was previously inspected and blocked by DLP policies to pass uninspected. Your DLP sensor configurations stay in place and reactivate when you renew or add a new subscription term.
