If the 30E has a single static link and no failover, the monitoring service adds little.

Activation and delivery

The entitlement is issued electronically and bound to a specific FortiGate 30E by serial number. Once active, FortiOS uses the measurement data for the full twelve-month term. There is nothing to ship and a working 30E is required first.

One service or a broader subscription

This line handles WAN measurement, not security inspection. To protect the traffic that SD-WAN steers, the 30E still needs its FortiGuard protection, which lives in the UTP or Enterprise subscription with intrusion prevention, antivirus, and web filtering.
