How many watts per port can the T1024F-FPOE deliver?

Each of the 24 BASE-T ports supports 802.3bt type 4 PoE++, which allows up to 90W per port. The total PoE budget is 1,440W, so simultaneous full-draw across all 24 ports at 60W per port is feasible within budget; at 90W per port you would hit the budget ceiling at about 16 ports.

Does the T1024F-FPOE need a FortiGate to function?

No. It operates in standalone mode, managed via CLI, HTTPS GUI, or REST API. FortiLink to a FortiGate is optional. In standalone mode all PoE, switching, and L3 routing features are available. Adding FortiLink later unlocks centralized NAC, Security Fabric policies, and FortiGuard IoT device identification.
